The Hubert H. Humphrey Fellowship Program for the 2009-2010 Academic Year

The United States Embassy in Iraq is pleased to announce the annual competition for the Hubert H. Humphrey Fellowship Program. This one-year, full scholarship program is offered to mid-career professionals who have a proven track record of leadership, a public service commitment, and the capacity to take full advantage of a self-defined program of independent study at a leading U.S. university. The program awards a certificate from the U.S. Government; it is not designed to deliver an advanced degree.

The Hubert H. Humphrey Fellowship Program brings accomplished professionals from designated countries of Africa, Asia, Latin America, the Caribbean, the Middle East, Europe, and Eurasia to the United States at a midpoint in their careers for a year of study and related professional experiences. The Humphrey Program was initiated in 1978 to honor the memory and accomplishments of the late Senator and Vice President, Hubert H. Humphrey. Fellows are selected on their potential for national leadership and commitment to public service. The program provides a basis for establishing lasting ties between citizens of the United States and their professional counterparts in other countries, fostering an exchange of knowledge and mutual understanding throughout the world. Fellowships are granted competitively to professional candidates with a commitment to public service in either the public or private sector.

Eligible Fields/Sectors:

  • Agricultural development/agricultural economics;
  • Communications/journalism;
  • Substance abuse education, treatment and prevention;
  • Economic development; finance and banking;
  • Educational administration, planning and policy;
  • HIV/AIDS policy and prevention;
  • Human resource management;
  • Law and human rights;
  • Human rights;
  • Natural resources and environmental management;
  • Public health policy and management;
  • Public policy analysis and public administration;
  • Teaching of English as a foreign language (teacher training or curriculum development);
  • Technology policy and management;
  • Prevention of trafficking in persons and policy;
  • Urban and regional planning.

After national selection, final nominations are reviewed in the United States by independent review committees. These review committees make recommendations to the J. William Fulbright Foreign Scholarship Board. Awards are announced by March each year for Fellowships during the 2009-2010 academic year.

To be eligible for a Humphrey Fellowship, applicants must have:

  • A first university degree
  • Five years of substantial professional experience
  • Demonstrated leadership qualities and a record of public service
  • Limited prior experience in the U.S.
  • Candidates should be proficient in both written and spoken English and should normally have a minimum Test of English as a Foreign Language (TOEFL) score of 525, or a score of 550 or higher on the TOEFL ITP. Candidates may also apply if they have a score of 6.0 or higher on the International English Language Testing System (IELTS) test.

Ineligible candidates:

  • Recent university graduates (even if they have significant positions).
  • University teachers or academic researchers with no management responsibilities.
  • Individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2006.
  • Individuals with other recent U.S. experience (more than six months during the five years prior to August 2006).
  • Local employees of the U.S. Embassy who work for the U.S.
  • Department of State and members of their families are ineligible for grants during the period of their employment and for one year following the termination of employment.
  • Individuals with dual U.S. citizenship or U.S. permanent resident status.

Terms and Conditions:

The Humphrey Fellowship provides: international travel, tuition and university fees, accident/sickness insurance, monthly maintenance allowance and funding for books and professional activities. The Humphrey Program does not provide financial support for accompanying dependents.

Note: The TOEFL exam is required for a completed application. In Iraq TOEFL exams are administered by AMIDEAST. For a schedule of TOEFL exams in Iraq you can visit the AMIDEAST Web site at http://amideast.org.
